New York City has had many riots and other incidents of civil unrest throughout its history, including riots related to race, slavery, and the draft. Crime rates in New York City have been recorded since at least the 1800s. The highest crime totals were recorded in the late 1980s and early 1990s as the crack epidemic surged, and then declined continuously from around 1990 throughout the 2000s. The Flour Riots occurred in a cold winter of 1837. &nbsp;There had Been rumors that the price of flour, which had been rising from $7 a barrel to $12 , were going to go up to$20 dollars a barrel. &nbsp;So this mob gathered in the city and went to Cortlandt and Washington Street where there was a warehouse called Hart and Company. &nbsp;They broke in and they threw 400 barrels of flour onto the street along with sacks of wheat. &nbsp;So that eventually, people were wading in flour up to their knees. &nbsp;The militia had to be called out to quell the mob and by evening, calm had settled onto the city again.
