The patent office was first described by the Copyright Clause in the US Constitution. Article 1 Section 8 says: ‘The Congress shall have Power ... To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries.’ The first patent was issued to Philadelphia Inventor Samuel Hopkins for an improvement in the making of Potash. It was signed by George Washington.
