The 18th Amendment has the distinction of being the only Constitutional amendment to be fully repealed. Resulting from the late 19th Century reform movements and spearheaded by organizations such as the Women's Christian Temperance Union, the Catholic Total Abstinence Union and the Anti-Saloon League, it was extremely difficult to enforce since it only forbid the sale, transportation or importation of intoxicating liquors. It allowed people to consume alcoholic beverages. It also allowed people to distill liquor for private consumption. The immediate result was a surge in illegal alcohol manufacturing: bootlegging, rum-running and moonshine and the rise of some of the gangsters.
