Reproduction of a 1975 pamphlet produced and distributed by the Council for Public Safety, a front group for NYPD police unions, during a contract dispute with the city. While intended to be semi-satirical, it serves as a cop's-eye view of urban space as a cesspool of crime and of a fragile society held together by sheer force of policing alone.

The Fear City pamphlets were distributed by New York City police and corrections officers in June 1975 during the city's financial crisis. These pamphlets, with a skull on the cover, warned visitors of the city's violent crime rates and provided nine survival tips. They were a response to municipal budget cuts that threatened over 50,000 jobs. Police unions printed over a million copies to protest reduced salaries and pensions. A similar flier was distributed at Yale University in August 2023 during a police contract negotiation.
